(1) The government of Nepal shall collect the taxes, non-taxes and fines collected by the provinces in accordance with this Act and deposit them in the federal reserve fund until the provincial reserve fund is established and operated.
(2) The local level may collect the taxes, non-taxes and fines that can be collected according to this Act, in accordance with the prevailing law until a law is made by the relevant village assembly or city assembly.
